The GMOC is no less corrupt than the IOC, but less corrupt than FIFA, and at least they can count up to 30 or 64 depending on whose level they use, but they could not decide on a host country and they are practically bankrupt, so they contracted with Sid to do the Winter Games on the cheap by borrowing lots of pieces from other people's previous levels and patching them together to come up with some venues. They passed this off as giving the games an "international" feel.
